Casino Owners Look Toward Rebuilding

As Hurricane Katrina blew a destructive path through Biloxi, Miss., on Monday, the Grand Casino Biloxi, owned by Harrah's Entertainment, came unmoored and washed across U.S. 90. The giant casino, with its 134,200 square feet of gambling space, is probably a total loss, the company said.

"It will have to be cut into pieces and moved out of there," Gary W. Loveman, Harrah's chief executive, told CNBC.

The United States has until April 2006 to comply with a ruling about US restrictions on cross-border gaming on the Internet, the World Trade Organisation announced.

In an arbitration decision, the global trade referee set the "reasonable period of time" for Washington to adapt its legislation in line with the ruling, which was issued in April this year after the tiny Caribbean state of Antigua and Barbuda brought the US before the 148-nation WTO.

Poker firm PartyGaming's recent stock market launch gave investors a taste for gambling - and rivals seem to be queuing up to cash in on its success.

PartyGaming is now bigger than retailer Marks & Spencer in terms of market value after starring just two months ago in London's biggest flotation since the dotcom boom.

After seeing its market value rise from around £5 billion to £6.7 billion, the stock is also on a par with B&Q owner Kingfisher and airports operator BAA, and looks set to enter the FTSE 100 Index of leading shares next month.

Despite online gaming companies trading at very high price-to-earnings ratios, more commonly reserved for blue chips with an excellent track record, talk of a bubble and comparisons to the ill-fated technology sector are unfair, say analysts.

GENEVA (Reuters) - A World Trade Organization arbiter on Friday gave the United States until April 3 to comply with a ruling that a ban on Internet gambling services offered by Antigua violates the body's rules.

U.S. officials had sought a July deadline.

United States Trade Representative's Office press secretary Neena Moorjani said on Friday the USTR would examine the ruling and do its best to accede to the timeframe.

Search engines with Australian domains, including Google, are being investigated by authorities for possible breach of interactive gambling laws.

Australia's Interactive Gambling Act 2001 prohibits advertising of gambling services on Web sites where "it is likely that the majority of that site’s users are physically present in Australia". Banned services include online casino-style gaming services such as roulette, poker, craps, online poker machines and blackjack.

Despite a steady decline in gambling in recent years, ORC’s annual GamblerTrack study reveals that 60% of the UK population still participates in gambling. Online gambling is on the rise, increasing by 46% last year, while traditional methods are declining.

Online gambling remains a relatively small sector, but it is now a competitive business and deregulation is likely to encourage even faster growth. Traditional betting – via telephone, in shops, casinos and on-course – saw a sharp decline in 2004, continuing the trend of the last few years. Since 1996, the number of adult gamblers has decreased from 37.5 million to 28 million.

Deregulation of gambling laws in the UK is expected to encourage even faster growth in online betting, which rose 46 per cent last year.

This is according to ORC GamblerTrack, an annual study carried out by research consultancy ORC International.

It adds that all forms of traditional betting – telephone, shops, casinos and on-course betting – have seen a sharp decline in 2004, probably due to increased Internet access and the rise of online gambling.
